Visale guarantee in 2026: what it really covers for a Paris property owner

Free, backed by Action Logement, with no deductible or waiting period: the Visale guarantee has what it takes to appeal to an owner who hesitates to rent. But it comes with conditions, a rent ceiling and limits that are often discovered too late. Here is what Visale itself says, with the rules in force since January 6, 2026.

What Visale covers

According to Visale, the guarantee protects the landlord against two risks:

  • Unpaid rent: up to 36 months of unpaid rent and charges, with no deductible or waiting period, and compensation announced within 15 days of the claim being filed. Action Logement then takes care of recovering the debt from the tenant;
  • Rental damage: up to 2 months of rent and charges stated in the lease, in addition to the security deposit (except for a mobility lease (bail mobilité)), provided a move-in and move-out inspection was carried out (Visale).

It is free for the landlord and the tenant alike. You take it out online: the tenant obtains a visa, the owner creates an account on visale.fr and obtains the guarantee contract.

What changed on January 6, 2026

According to the page “Visale: what changes in 2026”, several rules change for contracts concluded since that date:

  • A coverage period centered on three years: the guarantee covers the first three years of occupancy. Contracts concluded before January 6, 2026 remain unchanged. After the three years, the landlord can benefit from Visale again if the tenant remains eligible and submits a new application;
  • Higher rent ceilings, based on a breakdown into three location categories, so that more dwellings are eligible;
  • A higher income ceiling for employees over 30: from €1,500 to €1,710 net per month (Paris ADIL).

Conditions on the dwelling and the lease

Visale doesn't apply to just any contract. According to the landlord eligibility page, the dwelling must:

  • be the tenant's primary residence (except for a mobility lease);
  • be rented unfurnished or furnished, meet decent-housing standards and comply with the departmental health regulations;
  • belong to the private rental stock not under a housing convention (with ANAH and PLS exceptions).

And the lease must:

  • comply with the Law of July 6, 1989 and include a termination clause (clause résolutoire);
  • have a rent, charges included, of up to €1,940 depending on the location of the dwelling;
  • be signed after the Visale guarantee contract has been obtained and before the tenant's visa expires;
  • not be covered by another guarantee (a guarantor who is a private individual, or insurance);
  • not be concluded with a member of the landlord's family, and be individualized for each co-tenant in a shared tenancy (flatshare).

The termination clause is well timed. It is required by Visale, and it has become mandatory in standard rental contracts since October 1, 2026: an up-to-date template already includes it. The details are in our article on the new standard lease.

Which tenants can benefit?

Visale mentions in particular tenants aged 18 to 30, employees over 30 (newly hired, on a job transfer, or under an income ceiling, raised to €1,710 net per month in 2026) and any tenant eligible for a mobility lease. Eligibility is tested on visale.fr. So it isn't you who decides on the covered profile: the tenant must first obtain their visa.

Limits to know about

  • A rent ceiling: above the ceiling for your location, the lease falls outside the scheme. Check the maximum guaranteed rent for your municipality with Visale's simulator before setting your rent.
  • No stacking with a personal guarantor or unpaid-rent insurance. A security deposit within legal limits remains possible, except in a mobility lease, where it is prohibited (Paris ADIL).
  • Coverage limited in time: three years for recent contracts, then a new application.
  • Assistance with conditions: Visale specifies that it is granted subject to the approval of Action Logement Services.
  • One risk covered, not all: Visale steps in for tenant non-payment and damage; it does not cover vacancy between two tenants.
